LTC Fouts is a United States Marine Corps officer stationed at the United States Marine Corps Space Aviator Recruitment Depot at Loxley, Alabama in 2063.[1]
At the beginning of the Chig War LTC Fouts provided the operational briefing to the new pilots of 58th Squadron prior to their deployment to USS SARATOGA.
